Syston Town Council Meeting Report

Full Town Council Meeting
The full town council meeting took place on Tuesday 22nd June at 7.30pm with three members of the public in attendance. Councillor Howard Midgely opened the meeting with the fifteen minute adjournment for the public to raise any questions. 

Public adjournment
One question was asked about the proposed leasing of the Jubilee room to the County Council on a 25 year lease. The concern raised was that of the community loosing the use of the room. It was also asked if the council would carry out a cost/benefit analysis before ratifying such an agreement, finally would the room still be available for hire to local residents.
After lengthy discussion the council assured the public that they would use the assets of the community centre in the best possible way to benefit everyone and that a cost benefit analysis would be undertaken before any final decision was made. The meeting then began with the bidding and apologies for absence, five councillors sent apologies.  
 
Chairman’s announcements and communications
Howard Midgely welcomed Ursula Southan as the newly appointed Town office Manager and thanked Neena Hindocha for the work she had done in the interim period.
He then announced that the new chair of resources would be Steve Hampson and the vice chair would be Ivor Spilsby, both of whom have good understanding of finance and so everyone had high expectations of the two.
The council had received a letter of thanks from Helen Agger Guiding leader and extended and invitation to the council to attend the guiding event on Sunday 4th July. The Area forum for South Charnwood would take place on Monday 5th July in East Goscote.

Police report for May 2010
Burglary of dwellings up to five from two in April. A pattern has emerged and some are still under investigation. Burglary other than dwellings were three, up one on April. Thefts have remained the same as April at ten and one is still under investigation. Theft from motor vehicles has been reduced to two and one is still being investigated.
There was one theft reported from stores but no suspect. There were seven reports of criminal damage which is a dramatic reduction on March when there were 27 and 12 in April. Quite a lot of these are domestic related. Three vehicles have been damaged which is the same as April with no suspects. Anti-social behaviour report will be given next month due to new reporting system.
 
Members’ questions to the Chairman
One question received from Councillor Steve Hampson with regard to money received from the Barkby Road development. Councillor Howard Midgely responded by asking it to be added to the development committee agenda and a copy of the balance sent to Councillor Hampson.

County and Borough Councillors report.
Councillor Ken Pacey reported about the training for licenses and the ever growing request for licenses. He reported on the need for businesses to obtain a license for tables and chairs being placed outside their premises on the pavements and must be in a set area. He said that these are not normally refused.
Councillor Tom Barkley reported on the health checks being run from local libraries, see July issue of Syston Town News for dates. Other activities include the walks from the South Charnwood Leisure centre in July and September. The bell foundry has placed the casing to the largest bell on display in the Loughborough Town Hall for three months.
Councillor Steve Hampson reported that he was following up about the parking restrictions around St Peter and St Paul Primary school.
Councillor Mike Preston referred to his appearance of East Midlands today about helping field mice by making homes out of old tennis balls. He also reported on savings to made of £9.9m in six months which equals £18m over the year. He told members that discretionary services will be the first area to be cut. He went on to say that they are saving money by reducing Co2 by switching lights off and reduring car mileage. Councillor Dave Houseman firstly congratulated the new office manager and hoped she would enjoy her time at Syston Town Council. He then said that the annual maintenance request has been delayed and reminded councillors that it is based on the amount of completed tasks in the preceding year.
