Full Town Council Meeting held on 27th July 2010

The full town council meeting took place on Tuesday 27th July at 7.30pm with seven members of the public in attendance. Councillor Howard Midgely opened the meeting with the fifteen minute adjournment for the public to raise any questions.
Public adjournment
One question was asked about the proposed opening of the nature reserve situated between Glebe Way and Meadow Lane to the public. Mr Gibson was concerned that by opening up the reserve, a lot of the wild life would be lost due to being disturbed by people, as he felt had happened at the Watermead Park.
A second question was raised about when the council would place a ban on hose pipes on the allotments, as the member of the public believed that without a ban then too much water would be used and the cost to the environment would be great.
Councillor Howard Midgley responded by saying he would look into the two situations and reply.
Chairman’s announcements and communications
Howard Midgely welcomed back Councillor Sue Garrard from her visits abroad and introduced her to Ursula. He went on to say that he had visited the Exhibition of student’s GCSE and A level Art work at Wreake Valley. He was impressed by the quantity and quality of the work on display and congratulated the students and teachers on what they had achieved.
He then explained that Ursula’s first task had been to create an electronic booking system for the Community Centre. This had now been done and was being tested prior to its implementation. He was impressed with the functionality of the system which includes the generation and logging of invoices. It also enables the caretaker to see at a glance when she needs to come in and lock up each day. Councillor Ken Pacey gave a formal vote of thanks.
Other events noted where the official launch of walking week when Rosemary Conley would be there (date?). The ASBO roadshow will be at the Carnival on Saturday 4th September to answer any questions from the public from 10.00am.
Criminal damage had occurred around the centre including 30 bottles smashed near the pavilion and serious damage to trees in Central park, see separate article. Also the seesaw seats, which are made of substantial materials, have been bent downwards preventing children the pleasure of using the equipment and the cost for replacing has yet to be established. Mr Allan Clarke, Town Manager requested the help of the Council, Police and residents to work together to stop this mindless vandalism in Syston. Councillor Ken Pacey suggested contacting other areas to see if they had similar problems.Police report for May 2010
Burglary of dwellings down one to four from previous month. No pattern has emerged through the investigation and no suspects. There was one burglary other than dwellings which is a decrease by two on the previous month. 11 thefts have been recorded up one from last month, two suspects were arrested for one of these, the others have been filed. Theft from motor vehicles was 50% down again on last month to only one recorded, an excellent result.
There were three thefts reported from stores, an increase of two but one male was arrested for two of these and given an adult caution. The remainder is still under investigation. There were six reports of criminal damage which is a good result. One female arrested, charged and due to appear in court. One juvenile female dealt with and paid back the cost of the damage. Five vehicles have been damaged which is a slight increase on last month. One crime is still under investigation. Anti-social behaviour reported amounts to 18 instances.
There were no Members’ questions to the Chairman.

Public Conveniences closure by Charnwood Borough Council
Formal letter received by Syston Town Council to say that the Borough council will release responsibility of the public conveniences in Syston on 31st March 2011. More information to be sent to STC in September. This point was discussed at length and then it was decided to place on the agenda for the full council meeting in September once information received from the Borough Council.LCC 25 years lease proposal for Jubilee Room, J. The report confirms that both sides understand what each is agreeing to. It was agreed to use J. Blenkin in the negotiation with the CC up to a set value.
DeVille Park Refurbishment update
The plans were made available to the public via the Community centre, Council website and a notice board to be erected at the entrance to DeVille park. The equipment in the design should be as vandal proof as possible, CCTV included in the design. Charnwood Borough Council to receive copies. A Special Council meeting arranged for the 24th August to discuss this point only as the Council are in recess for August.No reports from County and Borough Councillors.

During the recess of August a management committee was set up made up of the Chairman and Vice Chair of the Council plus the Chairs of the three committees.
