STN Report on Syston Town Full Council Meeting held on Tuesday 26th July 2011

Three members of the public were present. Public questions: One member of the public raise a concern about the proposed fencing in of the Fun Fair in September as the central park is a village green and so the residents should have free access at all times. He understood the reasons why the police want the restrictions but he wanted to know if the police were aware that it is a village green and not a park. He was also concerned about only having one entrance and exit in case of emergencies. He asked if a copy of his letter could be made available to all councillors. The meeting opened with the Chairman giving the bidding followed by three apologies for absence and no declarations of interest made. Minutes of Meetings After yet another lengthy discussion regarding one item already talked about and which in the greater scheme of the business the council has to do on behalf of the town are quite irrelevant, the minutes of the EGM and Full council were passed with six abstentions. All other meetings minutes were passed without contention. Chairman’s Announcements and Communications The chairman asked for ideas from the members of the council for an event to celebrate the Queens Diamond Jubilee next year and to give these to the Town Manager. He went on to remind councillors that there would be no meetings in August and wished everyone a happy break. Communications had been received from the highways department at Leicestershire County Council regarding a proposal for Brook Street to make it one way, this had been rejected as the road had a good record with no accidents and so it wouldn’t help the traffic flow around that area. It had been rejected previously about six months ago and Councillor Houseman asked why the council had proposed something again in such a short time scale. He felt it would be better if the council looked at other areas where highway improvements could be made. Parking is a constant problem and Syston town council need to identify were additional space could be found. A revised list had been circulated to councillors which gave a list of Borough and County councillors responsibilities. There was to be a meeting of the Ridgemere Cemetery panel at the community centre on Wednesday 27th July at 2.00pm. The chairman was going to attend a service centres report workshop on 1st September, open to other councillors as well. The ASB/Alcohol van will be out again in Syston and PC Hall had given dates to the Town manager for any councillors who would like to join them one night. There were no questions for the Chairman. Police Report The following crime figures for June were given. There had been eight burglaries of dwellings which was a slight increase and especially in one particular area. One suspect had been arrested and charged with one of the burglaries and will go to trial at the end of August. There had been three burglaries other than dwelling at the time of the meeting no suspects had been found. There had been five thefts which was a 50% reduction, with one male arrested but no charge made and another one was still to be spoken to. Theft from motor vehicles amounted to three, one crime was still under investigation. One theft from stores was reported and is still under investigation. Four motor vehicles had been criminally damaged and no suspects had been found as yet. There had been 11 incidents of criminal damage reported which was a large increase from the previous month, three suspects are being dealt with and an update will be given at the next meeting. Nine reports of Anti-Social Behaviour were reported and during June two youngsters were given words of advice with parents present, three individuals were given Verbal ASB Warnings and five were given ASB Advice letters about their behaviour. Standing Orders review A copy of the review was given to Councillors for them to read over the summer break and feedback to the next panel in September. Set a Management Committee for August Recess Proposed that the Chairman, Vice-Chairman of the Council plus the Chairs of each committee form this committee for the recess, this was agreed. County and Borough Councillor’s Reports Councillor Eric Vardy informed the council that his positions at the Borough had changed since the last meeting and he was no longer on the Policy scrutiny and licensing committees but was now supporting the Cabinet for planning from 1st August. He also informed the council about the new Green recycling bins that will be distributed in Charnwood from 5th September, see STN August for full details. He had attended the area forum with Councillors Bradshaw and D Houseman and talked about what it could offer the Syston Town Council in the form of grants and support as they would have £15,000 to spend in this area. He thanked Councillor Houseman for helping the bowls club and Voluntary Bureau in gaining their funding last year. There is also £40,000 available from the Big Society fund and Rural Community Councils funding available, he suggested that the council consider setting up a panel to develop projects for funding. Councillor D Houseman circulated his annual report and drew councillors attention to various aspects that may be of interest to them, including the Roadline telephone number for reporting problems, examples of funding and agreed with Councillor Vardy that they should have aspirations that could be converted into projects. Roundhill Community college had contacted him with regard to having a crossing opposite Berrystead Nursing Home to enable students to cross the road safely. He explain the style of crossing and that if it goes through planning it should commence in the Autumn. He finished with explaining the newly opened Portrait bench in the Watermead Park via Mill Lane, Thurmaston.
