			<content:encoded><![CDATA[<p>Syston Library will be celebrating its 50th anniversary in March 2012 and they are asking for your help to create a 1960’s reminiscence display. If you have any memories, pictures or newspaper clippings from Syston in the 1960’s or if you would like to share a picture of yourself or a memory from wherever you were in 1962 Syston Library would love to here from you. Syston Library moved from Chapel Hall in Chapel Street to its current building in Upper Church Street in 1962. The library has changed a great deal in the last 50 years and in addition to the children’s and adult’s book collections it provides a DVD hire service and offers free internet and WIFI access. <p>We are also holding a fantastic day out for anyone interested in sewing on <strong>Wednesday 4th April</strong> details follow:</p>
<p><strong>Tailoring Trimmings and Talk. C38 &#8211;  £49</strong></p>
<p>The day will start with Michelle Pye showing the differences between the tailoring methods. Then a coffee break followed by demonstrations of how to use trimmings and simple machine stitches to create designer looks. A leisurely buffet lunch is included in the day.</p>
<p>The afternoon will be a question and answer session. Michelle will be there for you to ask anything you want to ask about dressmaking or tailoring. An opportunity to pick her brains.</p>
<p>The day will start at 10.00am and finish at around 3.00pm giving you plenty of time for shopping.</p>

			<content:encoded><![CDATA[<p>On December 19th a petition signed by 128 residents from Barkby and Barkby Thorpe was presented to the leader of Leicestershire County Council Mr David Parsons by the Head Boy, Matthew Bartram, Head Girl, Victoria McLean, and pupils of Barkby Pochin School.</p>
<p>At the handing over of the petition Mrs Pam Green, Chairman of Barkby and Barkby Thorpe Parish Council said &#8220;With the new housing development awaiting planning approval on Barkby Thorpe Road, Hamilton Lane together with Charnwoods possible proposal for a new town of 5,000 houses towards Thurmaston, if granted, will generate even more traffic through our villages, so now is the time for this problem to be addressed&#8221;.</p>
<p>It was presented to the County Council’s Roads and Transport Department at a meeting of the Highways Forum in Loughborough on 17th January. The petition was strongly supported by local district and county councillors, Stephen Hampson, Paul Harley, Dave Houseman and Ken Pacey who all acknowledged the huge increase in traffic using Barkby and Barkby Thorpe’s narrow roads as a rat-run or short cut over the last 30 years.</p>
<p>Planning applications are now in for 470 houses south and south east of the villages which, if approved, would soon lead to even more traffic on the winding lanes and narrow village streets and longer term there is still the unwelcome prospect of a new town of 5000 dwellings that threatens the very identity of the area.</p>
<p>This is not just a problem for Barkby and Barkby Thorpe, it affects Queniborough and Syston as well, as they are also becoming grid locked with traffic. Perhaps as requested by the parish council of Barkby and Barkby Thorpe, a full review of the area is required in order for planners at Charnwood Borough Council and Leicestershire County Council to take notice of the rise in traffic in our area, before any future plans for housing is passed for this beautiful part of Charnwood. Planners should visit our area at a variety of times for them to see just how bad it is getting. This congestion could be destructive to businesses in the area, if people can’t get in to park they will stop using the shops and the spiral downwards can be fast and detrimental to us all! The 500+ houses under construction  in Syston are not yet completed and already we are all experiencing problems.</p>
<p>In the Leicestershire County Council’s green spaces mapping report produced after asking the public to say which local green spaces they particularly value and why. The report was in response to Government proposals to create a new designation, to protect green areas of particular importance to local communities. The responses have now been collated and?online maps have been produced, highlighting more than 3000 areas that people value across Leicestershire and can be accessed via http:/www.leics.gov.uk/greenspaces</p>
<p>From the map produced from the 102 local responses it is clear that the productive and attractive farmland to the south of Barkby and to the east of Thurmaston is a greatly valued green space for local residents. This is the same countryside which is under threat from the proposed new town of 5000 houses, the so-called Thurmaston SUE.</p>
<p>Owen Bentley, Chairman of BABTAG, said &#8220;The government’s Localism agenda should mean that more regard should be given to local people’s views. The finding of the green spaces exercise is a powerful weapon in the fight to save our countryside from unwelcome housing development.&#8221;</p>
<p>If the proposed 5,000 houses were to be passed we would all be at a stand still, even though Syston has a bypass, the level of traffic passing through has increased dramatically in the last few years!!</p>
<p>Now is the time for residents and all councils in the area to work together to make sure that our beautiful area is here for future generations.</p>

<p>Charnwood Borough Council consulted with councillors from across the political spectrum and there was unanimous support for the proposal.</p>
<p>Mrs Preston said: &#8220;I think it is a lovely tribute to Mike. He would have been really happy with it. It’s lovely to know that his political life meant something to so many people.&#8221;</p>
<p>Councillor David Slater, the Council’s current Leader, said: &#8220;Mike was committed to making use of?this?significant building in the centre of Loughborough for joint use by the voluntary and community sector and the Council. He also wanted to retain many of the aspects of this room, which made it appropriate to use as a meeting room and conference facility.? I’m sure all Councillors will agree with me that renaming this room the Preston Room is a fitting tribute to Mike and his work.&#8221;</p>
<p>Mr Preston passed away in August at the age of 67 after losing his battle against cancer.</p>
<p>He was the Conservative Councillor for Queniborough between May 1999 and May 2011, serving as leader of Charnwood Borough Council from May 2009 to May 2011.<br />
He was also a County Councillor, serving from May 1993 and in that time held key positions including cabinet member and Deputy Leader. Mr Preston was also a parish councillor.</p>

The initiative is part of a review of its Strategic Housing Land Availability Assessment (SHLAA).  This year’s review is including employment land.</p>
<p>National planning policies require all local planning authorities to carry out an assessment of land and buildings within their administrative areas and their potential for housing and employment development.</p>
<p>This ensures they have taken into account all possible sources of housing and employment land when planning the future development of their local area.</p>
<p>Councillor Mathew Blain, the Council’s Cabinet member for Planning, said: “We are encouraging local people to tell us about land or buildings they own, or feel might be better used, in the borough to ensure that all potential sources of future housing land are considered.</p>
<p>“The exercise provides an opportunity for land and property owners to tell the council about their sites. However, you do not have to own a site to submit it to the council &#8211; so if you are aware of any land which you feel is not serving any useful purpose and might benefit from redevelopment for housing, please let us know.”</p>
<p>The assessment is an important part of the Council’s evidence base for the Local Development Framework &#8211; a set of documents that guide planning and development in the area.</p>
<p>The submission of a site does not guarantee that it will be allocated for development or receive favourable consideration if an application for planning permission is submitted.</p>
<p>Respondents are reminded that applications for planning permission are determined against the adopted development plan and any other material considerations.</p>
<p><strong>The consultation period starts on Friday 3rd February 2012, and runs until Friday 16th March 2012.</strong></p>
