The Stn Editor’s report on the Syston Full Town Council Meetings held on Tuesday 23rd April 2019
There were 11 Councilors (Cllrs), one County Cllr J. Poland and one member of the public present.
The Reflection was read by Cllr P. Henry, Chairman.
Apologies received from Cllrs M. Carnal. B. Singh, C. Booth and P. Knight.
No Declaration of interest for items on the agenda given.
Adjournment for public matters The Stn’s Editor asked if the council had received any response from the owner of the Town Square, Mr Kullar, in relation to the broken parking machines and inconsistency in charges being given out to residents when the machines were out of order.
Residents were looking to the council for assistance in getting fair treatment in this ongoing problem.
Chairman’s Announcements and Communications – The Chairman Cllr P. Henry gave thanks to the officers for the civic reception and David Smith for his contribution to the music on the night. He then referred to the litter picking day and thanked Catherine and Kay for organising it and appreciated the good turn out, he said it would be good to organise another one nearer to the Syston in Bloom judging later in the year. There had been requests received from public for more litter picking in June. He thank Cllr D. Pepper for handing out bags and pickers on the day. Town Manager, Ms C. Voyce thanked the Cllrs and everyone else for helping on the day.
Cllr K. Pacey referred to all the good work from the residents but said the dog bins appeared not to be emptied often enough, they are overflowing regularly. The council have not been given details as to when the bins are emptied. It would be on the next developments committee agenda. Cllr L. Towel, agreed it needed addressing.
In the afternoon of this meeting the officers had received a communication from Leicestershire County Council (LCC) of a partial closure of a public footpath linking the Fosseway and the Half-croft and that comments were needed to be made by 23rd May. In order to discuss the council’s standing orders were suspended and the Chairman asked Cllrs for their views. Several Cllrs commented and finally they agreed to write to LCC and object to the closure on the grounds of health and safety of people walking children to and from school particularly from the Hobby Horse estate and Fosseway. Standing orders resumed.
A Letter of thanks was received from Colin Grimes, thanking the council for his Citizen of the Year Award.
Some Cllrs present may not be re-elected in the Local elections on 2nd May because missed deadline. The council has a process to co-opt people and this will be used at the AGM of the Council on Tuesday 21st May. Any Cllr affected by this should let the Town Manager know as soon as possible.
The Police report was tabled as Police not in attendance. The chairman ask for any questions to be passed on to the Town Manager, Ms C. Voyce, so she could refer them to the police. He said that the Police and Crime Commissioner, Willy Bach had been invited to the AGM meeting in May.
Due to Local elections no Borough and County reports were given.
All minutes for the Full Council and committee meetings were agreed with out amendments.
Plinths at The New Cemetery – the chairman explained the background and the type of plinths, there are two styles either solid lines or individual tablets, both are acceptable and fall within the criteria. The costs are within the project budget and he could see no reason to changed the plan that had already been agreed. Cllr J. Lucas, agreed and said the style of solid plinths had been ratified.
A short and frank discussion followed with several Cllrs giving their views.
Two proposals were given but the one for tablets was not successful so the second one for plinths was accepted.
Date of Annual Town Meeting & AGM of Council – Annual Town Meeting 14th May at 7.00pm. AGM of TC Tuesday 21st May at 7.30pm.
Tree Preservation Order Fosse Way, Syston – Cllr E Vardy spoke about the planning application for a gipsy site on Fosseway and that it had been refused plus an injunction that no further was to be work carried. An appeal was made which also upheld the CBC refusal for planning such a site due to flooding issues. A new application for a sports centre had been made, it had been discovered that the site contained some ancient trees which had been felled. Cllrs T. Barkley and E. Vardy had put forward a proposal for a tree perseveration order, as circulated to members. An on going situation presently.
Town Manager’s report – Ms C. Voyce gave an update on the spring clean event and that there had been a lot of positive comments.
The raffle at the civic reception had raised £316 towards the Chairman’s chosen charity of the Woodland’s Trust. They are still awaiting the date for the East Midlands in Bloom judging.
There were no Members questions to the Chairman.
